In Michigan, we’ve seen two bills introduced this past month which the AFA board is considering. SB 419 would have an impact on the state’s rescue organizations, which would be required to register and be regulated by the Michigan Department of Agriculture and Rural Development (currently, only the brick-and-mortar humane societies or animal shelters are regulated). SB 429 would require veterinarians to report suspected animal abuse, and the failure to do so would be a misdemeanor. Earlier, a cross reporting bill was introduced which would make Child Protective Services workers mandatory reporters of animal abuse, the idea being that CPS workers are in a position to observe mistreatment of animals as well as people. We have been in contact with the sponsor and understand that this latter bill, SB 352, will be amended to include Adult Protective Services workers. We continue to urge other changes, such as a moderation of penalties for violations.
The PAST Act, H.R. 693, passed the US House of Representatives in late July by a bi-partisan vote of 333-96. It’s now in the US Senate as S.1007. This law would prohibit the cruel practice of “soaring” Tennessee Walking horses.
